remove unused logic specific to DEP+Okta+ROP (#11261)
In #10338 we introduced logic to gate DEP profiles behind Okta auth
using the ROP flow.

We're not going to use that, and instead we're going to gate profiles
behind SSO, which can be used from multiple providers and supports SSO
(the initial motivation behind the ROP flow was to create a local user
account.)

This removes some of the old code, which was never used in
production/documented for the public to use.

At the moment I'm leaving the `mdm_idp_accounts` table and related
methods untouched, as it's unclear yet if we're going to need a similar
auxiliar table, and I would rather deal with the migrations all at once.

Add possibility to append new environments variables with helm chart … (#11258)
Add possibility to append new environments variables with helm chart on
values.yaml

Currently, the installation of fleetdm through helm does not allow you
to configure environment variables for the apple mdm configuration.

With this pull request, you are allowed to add any environment variable
to the deployment made by helm. To do this you can append the
environment variables in the values.yaml

Remove old mdm_command action (do we really need it?) (#11222)
A question in form of PR:

Do we really need the following two entities in our
[policy.rego](https://github.com/fleetdm/fleet/blob/main/server/authz/policy.rego)
`1. (object=mdm_apple_command, action=read/write)` and `2. (object=host,
action=mdm_command)`? (Maybe mdm_command is a leftover action from the
PoC?)

Guess: `mdm_apple_command` (`fleet.MDMAppleCommandAuthz`) is what we
want: `action=write` means you can enqueue, `action=read` means you can
list commands and read their results.

PS: Found this while trying to add command execution permissions to the
new `GitOps` role.

feat(terraform): add zone_id variable to ses module (#11196)
The zone_id variable is added to the ses module to allow the module to

aws_route53_record resource to set the zone_id attribute. The
aws_route53_zone data source is removed from the module and the zone_id
attribute is set directly. The count attribute is added to the
aws_route53_record resource to allow for multiple DKIM records to be
created.

Upgrade webpack to v5 (#11173)
Upgrades webpack and other JS dependencies. This was primarily motivated
by GitHub reporting a vulnerability in Webpack (which shouldn't actually
effect our use of Webpack) and wanting to clean up some tech debt.

Note that equivalent functionality for url-loader and file-loader is now
included in webpack itself.
