Move 4 functions from salt.utils
- salt.utils.reinit_crypto -> salt.utils.crypt.reinit_crypto
- salt.utils.appendproctitle -> salt.utils.process.appendproctitle
- salt.utils.daemonize -> salt.utils.process.daemonize
- salt.utils.daemonize_if -> salt.utils.process.daemonize_if
