BufferedLogForwarder is a base class for external log forwarding schemes that require buffering and retries. It generalizes the logic from the existing TLSLogForwarderRunner. The existing TLSLoggerPlugin and TLSLogForwarderRunner are refactored to demonstrate the use of this new base class.
