Cleanup grammar, acronyms in CONTRIBUTING (#5432)

Summary:

This diff makes some minor changes to the CONTRIBUTING file. Specifically:
* Clean up the grammar in a few places for clarity.
* Spell out some acronyms the first time they are used.

There shouldn't be any changes to the actual ideas presented.
