Updating wall_time from seconds to ms. (#16706)
#15703 
`wall_time_ms` (not `wall_time`) coming from osquery will now be put
into `wall_time` in our DB.
Hence, `wall_time` coming from Fleet API will now be in milliseconds and
not seconds
