For the CIS benchmark feature, we need a way to import a group of
policies (spec yml) into a team.
This PR adds a flag to `apply -f` to allow setting a team name to a
group of policies.
Sample:
```sh
fleetctl apply --context dogfood --policies-team "📊 CIS Benchmarks" -f ee/cis/macos-13/cis-policy-queries.yml
```

- Allow agent options to be set on per-team basis.
- Move global agent options into app configs.
- Update logic for calculating agent options for hosts.
- Updates to relevant testing.
Fixes issue where `fleetctl get options` returns `option` (singular)
as `kind` instead of `options` (plural). This would cause `fleetctl
apply -f options.yml` to fail on options yaml generated by `fleetctl get
options` with this error: `unknown kind "option"`.
This PR adds support for getting resources by name.
