To ensure the product works properly when using MySQL with `ANSI_QUOTES` mode enabled,
replace all uses of `""` for values inside SQL statements with `''`

This optimizes the query in particular for Domain Controllers, where
there are a number of users with no local accounts and don't need to be
searched for software.
