Website: build handbook pages for open positions from YAML. (#13672)
Closes: #13536

Changes:
- Deleted all handbook pages for current open positions.
- Created `/handbook/company/open-positions.yml`, and created entries
for the deleted handbook pages.
- Updated the build script to generate handbook pages for every entry in
`open-positions.yml`, and add information about each open position to
`sails.config.builtStaticContent.openPositions`
- Created a new component: `<open-positions>` - A component that takes a
single prop (named `openPositions`) that renders links to open position
handbook pages.
- Updated the "Creating a new position" section of the handbook to have
updated instructions for adding a new position to `open-positions.yml`

Handbook: Add note about pausing drafting & begin documenting product group capacity (#13558)
Still need to get the actual numbers, but in the interest of **🟢
iteration**, I figured I'd open this as-is to get the structure in place
(since we're usually OK with the occasional TODO on a handbook page).

After chatting with @zhumo about it today, it sounds like sprint points
don't necessarily correspond to an amount of time (reflect effort
instead) and should be much the same across the organization now, so I
didn't leave stubs for that information in the different product group
sections.

Happy to convert this to a draft and revisit any of this if it feels too
far off what @mikermcneil had envisioned, lmk!

Hiring steps (#13499)
The goal of this PR:
1. As Mike, I don't want to be surprised as I'm about to send the offer
email that the equity or cash compensation has been changed in that
offer, even though the candidate and I just discussed different numbers
and I had updated the equity plan accordingly, only to see it changed to
something. Often the hiring manager and candidate had also already
discussed numbers, I'd asked the candidate what they were.
2. As Sam, I want the best practices for scheduling with the CEO to be
observed.

Website: add <rituals> component, add ritualsTables (parsed from YAML) to website configuration (#13084)
Changes:
- Updated the `build-static-content` script to parse files named
`rituals.yml` in the handbook folder, and add the contents to the
website's configuration as
`sails.config.builtStaticContent.ritualsTables`, and to throw errors if
a `rituals.yml` file contains a ritual that is missing a required value.
- Created the `<rituals>` component, a component that takes a single
prop (`ritualsTable`) and renders a table containing a row for each
ritual.
- Added a new property to `handbook/company/rituals.yml` - moreInfoUrl.
If this value is present, the description in the rendered HTML table (of
the `<rituals>` component) will link to the URL provided.
- updated view-basic-handbook to send
`sails.config.builtStaticContent.ritualsTables` in `SAILS_LOCALS`

Add new timebox scrum item and related documentation (#12929)
There have been several tickets created for investigation or research
purposes like [this one ](https://github.com/fleetdm/fleet/issues/12904)
that we don't have a ticket type for within our current three types
(`story`, `~sub-task`, and `bug`). This results in the existing scrum
item types needing to be misused. I'm adding a fourth type called
`timebox` at Mike's request. I'm also including documentation on the
usage of this new type.

Lastly, I'm proposing we stop calling sub-tasks "unestimated sub-tasks"
in the GitHub template because it is confusing and inaccurate. Our
documentation states: "Sub-tasks are labeled as `~sub-task` and enable
us to break down complex tasks into more detailed and easier-to-estimate
work units.". In our estimation sessions, we put point estimates on
sub-tasks.

The spirit of this statement is that all sub-task points bubble up to
their parent story, and the parent story is what matters to the rest of
the business. That is clearly defined in our documentation and processes
and will not confuse our usage of stories.

will update again next sprint.

It also seems like we can remove the old development groups language and
call out. What do you think?

I'm also removing the `*` next to names because we weren't indicating
what that meant, which seems unnecessary. It is up to the EM to
understand the capacity of their team.

Add clarification about what "packs" are and why they aren't considered
deprecated in spite of removing the "Packs" section of the UI.

This is a modified version of [an
answer](https://osquery.slack.com/archives/C01DXJL16D8/p1685473347649069?thread_ts=1685447394.383489&cid=C01DXJL16D8)
@mikermcneil posted in the osquery slack. I trimmed a little bit of the
content in hopes of making this clearer (namely the specific list of
improvements that led to removing the "Packs" UI) but if you think that
context is too important to leave out I'll include it here.

Handbook: Rename emergency drafting to expedited drafting (#12433)
It seems like we’ve been incorporating “emergency drafting” more
frequently into sprint cycles. This totally makes sense given that we
want to be an agile, design-driven company. It might be an easy cultural
win to instead call it something like “expedited drafting” to soften the
dissonance that comes from the sense of being in a constant state of
emergency.
